Native Update

I've almost completed the MKL provider. Next I want to work on a native provider that we could distribute. Since we still don't have a working non-GPL ATLAS script, I was thinking about using GotoBLAS2 in the interim (http://www.tacc.utexas.edu/tacc-projects/gotoblas2/). It is a very fast BLAS implementation that is now released under a BSD license and builds fine on Windows.

The problem is that the project maintainer joined Microsoft last year and is no longer contributing to it. From what I can tell, no one has stepped up to take over the project. The implementation is based on hand coded assembly and it only chips supports up to Core2 -  the core2 builds work fine on i5/i7 chips though is slower than it could be. It also uses an older version of LAPACK 3.1 instead of 3.3.

Any objections to distributing a Core2 build of GotoBLAS2 w/ LAPACK?
